Community Justice Transition Network – Request For Proposals (RFP)

MOCJ is seeking to procure hybrid in-custody and in-community transition services, as well as comprehensive in-community transition and employment services for its Community Justice Transition Network (CJTN). Eligible organizations will possess:

  • Prior experience with justice-involved individuals for which the proposal is being submitted;
  • Willingness and ability to work cooperatively with city agency partners;
  • Demonstrated ability to track, document, and report on results;
  • An ability to identify, hire, and manage the full complement of staff to meet program deliverables; and
  • Organizational capacity to handle risks and liabilities, including a strong governance structure, insurance, financial stability, and capacity to work responsibly as a city contractor.

The anticipated contract term is July 1, 2026 through June 30, 2029. There will be two options to renew. Each renewal term length will be three years.
