Leadership

  • Deanna Logan

    Director

    Deanna Logan serves as the Director of MOCJ. She previously served as the General Counsel and Deputy Director of Crime Strategies for the office. She joined MOCJ in 2019 as the Deputy Director of Crime Strategies, and coordinated the efforts of courts, DOC, CHS, DSS, DOF and NYPD to meet the requirements of the City’s Criminal Justice Reform Act.

    Prior to joining MOCJ she worked with DA Darcel Clark to design, establish and supervise the Rikers Island Prosecution Bureau. Prior to her work in the Bronx, Deanna served as the Assistant Commissioner at the New York City Department of Correction (DOC), where she worked to reform and strengthen internal discipline. The first eight years of Deanna’s career was spent in public service as an Assistant District Attorney in the Office of the New York County District Attorney (DANY). There she investigated and prosecuted felony cases involving narcotics violations, domestic violence, sexual assaults and child abuse. After leaving DANY, she joined the New York Stock Exchange (“NYSE”) as a litigator addressing misconduct issues. She eventually became the Managing Director of Rule Development at the NYSE responsible for enforcing the rules that govern the markets and impact the industry while representing the NYSE before the Securities and Exchange Commission. After NYSE, she spent a short time at Barclays Capital Market Makers working as the Director of Compliance on the trading Floor.

    Deanna returned to public service when she joined the DOC. Deanna holds a BA in political science from Boston University and earned her J.D. at New York University School of Law.

  • Jill Starishevsky

    First Deputy Director

    Jill Starishevsky serves as the First Deputy Director of the NYC Mayor’s Office of Criminal Justice (MOCJ). She joined MOCJ in January 2023 as Executive Senior Counsel, advising on crime reduction strategies and driving effective policy implementation. She then served as Executive Director for Policy and Justice Operations, where she led solutions for emerging criminal justice challenges.

    With a career in public service spanning over 25 years, Jill has held a variety of roles in legal, policy, and management. Prior to MOCJ, she was Assistant Counsel in the New York Governor’s Office under Governors Cuomo and Hochul, focusing on statewide public safety policies.

    Jill’s career began in the Bronx District Attorney’s Office, where she served as a Senior Trial Assistant, prosecuting child abuse and sex crimes and championing victims’ rights. She is also the author of a children’s book intended to prevent child sexual abuse. She holds a B.A. in Japanese from the University of Massachusetts at Amherst and a J.D. from Benjamin N. Cardozo School of Law.
  • Nora Daniel

    Chief of Staff

    Nora Daniel joined MOCJ in 2020 as Director of Intergovernmental Affairs, serving as the Office’s primary liaison to elected officials and related stakeholders. She has worked in government and community affairs since 2012, developing and implementing intergovernmental affairs strategies, and deepening relationships with community and non-profit stakeholders. She previously served as Deputy Director for Intergovernmental and Interagency Affairs for the New York City’s Administration for Children’s Services. In this role, she worked with elected officials at the local, state, and federal level to advocate on behalf of the agency’s mission to protect and promote the safety of New York City’s children. In 2015, she joined the Brooklyn Navy Yard Development Corporation, serving as the Director of Community and Government Affairs, where she oversaw the Navy Yard’s community engagement initiatives, and served as its liaison to elected officials. Prior to the Brooklyn Navy Yard, she served as Legislative and Budget Director to New York City Council Member Darlene Mealy. Nora is a graduate of the University of Alabama and Columbia Law School.
  • Candice Julien

    Chief Operating Officer

    Candice Julien joined MOCJ in May 2022 as Chief Operating Officer after serving as the Strategic Outreach Director of the Neighborhood Advisory Board Unit at New York City’s Department for Youth and Community Development. She previously worked at the Brooklyn Borough President’s Office over nine years and two Borough President’s.  At Brooklyn Borough Hall Candice served as the Capital Budget Director where she managed the capital funding portfolio from application review, allocation, to project closeout. She also served as the agency’s Deputy Program Officer coordinating projects and programs geared around community development, financial literacy, and monthly cultural heritage celebrations. Ms. Julien received her Diploma in Monitoring and Evaluation for the UN, Government and NGOs from New York University, her Masters of Arts in Urban Policy and Administration at CUNY Brooklyn College and her Bachelors of Arts in Political Science from CUNY Queens College.
  • Robert Fiato

    Chief Financial Officer

    Robert Fiato joined the Mayor’s Office of Criminal Justice in 2024 as Chief Financial Officer. As CFO, he oversees MOCJ’s budget and ensures that the agency’s strategic objectives in criminal justice policy are achieved in a cost-effective manner. Robert has worked on financial planning and analysis for City of New York agencies since 2010. Prior to joining MOCJ, he served as Executive Director of Fiscal and Business Management at the Department of Citywide Administrative Services (DCAS). In this role Robert managed an operating budget exceeding $1 billion and financial services for more than a dozen divisions. He worked closely with key stakeholders to advance DCAS’ mission of making city government work for all New Yorkers. Prior to DCAS, Robert was Budget Director for the Department of Finance, and Unit Head at the Office of Management and Budget in the Administrative Agencies Task Force. Most recently, he served as Manager for Government and Public Sector services at Ernst and Young and worked on a variety of consulting engagements across the country.  Robert earned his master’s degree in public administration from SUNY Albany, and bachelor’s from Syracuse University.
  • David B. Goldin

    General Counsel – Administrative Justice Coordinator

    David B. Goldin has been Administrative Justice Coordinator in the Mayor’s Office of Criminal Justice since 2006. Previously, he had served, starting in 2002, as Chief Litigating Deputy County Attorney in the Office of the Nassau County Attorney. Before that, he held the position of Counsel to the former New York City Board of Education from 1999 to 2002. From 1989 through 1999, he was Assistant Corporation Counsel in the New York City Law Department; during that time, he served as Deputy Chief of the Department’s Affirmative Litigation Division from 1997 to 1999 and as Acting General Counsel of the New York City Off-Track Betting Corporation from 1995 to 1996. Before joining the government, he was in private practice with Vladeck, Waldman, Elias & Engelhard, P.C., and Debevoise & Plimpton. He is a graduate of Yale College and Yale Law School.
